What is the office you are running for?

Woodlands Township Board

What are the three main reasons you are running for this office? Do you see any potential conflicts of interest?

My three main reasons are supporting responsible growth while maintaining our community’s character and quality of life, improving mobility through continued collaboration, and ensuring residents remain at the center of Township decisions. I want to build on the work already underway with a people-first, collaborative approach.

What are the three main attributes that make you the most qualified candidate for this position?

Leadership, listening, and service. As a charity founder and former nonprofit president, I have experience bringing people together, listening to different perspectives, and keeping community needs at the center of decisions. I believe effective leadership means working collaboratively, doing your homework, and making thoughtful decisions based on what best serves residents.

What are the 3 most pressing mobility issues in The Woodlands and what is your preferred solution to each?

Traffic congestion, growth-related pressure on our transportation network, and connectivity are key concerns. I support building on the Township’s current mobility efforts by strengthening coordination with Montgomery and Harris counties, TxDOT and regional partners, using data to identify priorities, and evaluating practical transportation options as our community continues to grow.

What do you perceive to be the biggest threat to our community within the next 5 years?

The biggest challenge is ensuring growth around The Woodlands does not outpace the infrastructure and services our community depends on. Growth can bring opportunity, but it must be managed responsibly. I would focus on collaboration, thoughtful planning, and maintaining the character and quality of life residents value.

What three major changes would you like to see implemented by the Township?

I would like to see stronger regional coordination on mobility, more opportunities for meaningful resident engagement, and continued long-term planning for growth and infrastructure. Rather than changing what works, I want to build on the Township’s strengths while finding practical ways to respond to the needs of our evolving community.

With The Woodlands reaching full residential build-out, what do you think the Township should do to generate additional non-property tax revenues to maintain services without a property tax increase?

I would build on the Township’s existing non-property-tax revenues by supporting a strong local economy, tourism, and opportunities that strengthen sales tax revenue. I would also explore appropriate grants and partnerships while carefully evaluating spending and efficiency, with the goal of maintaining quality services without placing additional burdens on homeowners.

The Woodlands is basically built out, except for some land held by Howard Hughes Corp(HHC). Are you concerned they (HHC) may use that to build multi-family housing? What do you believe are the pros and cons of that?

I believe any future development should be considered carefully. Multifamily housing can provide additional housing options and support local businesses, but increased density can also affect traffic, infrastructure, services, and community character. I would consider the overall impact and support responsible growth that maintains the quality of life residents value.

What is your opinion of the property/land swap Commissioner Noack did with Howard Hughes concerning the former Randalls in Grogans Mill Shopping Center with the MoCo So. County Library and Community Center?

The outcome brought new life to the Grogan’s Mill Village Center and provided residents with a new library and community center.

Did or would you vote for Flock cameras in The Woodlands? Why or why not?

I strongly support public safety, but I also believe residents have a right to privacy and freedom from unnecessary government surveillance. I would support public-safety technology only with clear limits on data collection, access, retention and sharing, strong oversight, and evidence that it improves safety without unnecessarily infringing on individual liberties.

What, in your view, are the positive and negative aspects of the Township's current governance structure as opposed to being a city?

The current structure has allowed The Woodlands to maintain quality services while working collaboratively with county and regional partners. A limitation is having less direct authority over issues such as roads, traffic, and land-use regulation. I believe collaboration is essential to addressing those limitations while maintaining what works well for our community.

Do you think The Woodlands should revisit becoming a city or remain unincorporated? Why or why not (what are some of the pro's and cons)? And if yes, when should incorporation occur and why in that time frame?

Residents voted in 2021 to remain under the current Township structure, and I respect that decision. I do not see a need to rush another incorporation effort. If circumstances significantly change in the future, residents should receive updated financial and operational information and ultimately decide through the voting process.

What is your opinion of the Woodlands (Gay) Pride's representation in the Woodlands Independence Day parade? With the parade by rule defined as patriotic family-friendly event, should they be allowed to participate?

I believe established parade rules should be applied fairly and consistently to every participating organization.

What's your position on a Performing Arts Center in the Woodlands and what should the funding source(s) be and at what percentage?

I support exploring a Performing Arts Center if it can be accomplished responsibly. I would favor a public-private partnership using eligible Hotel Occupancy Tax revenues together with significant private funding, rather than placing the full cost on property taxpayers. I would determine specific percentages only after reviewing the final cost, funding commitments, and long-term operating expenses.

Commissioner Riley is actively planning the extension of the Mansion's Way parkway. What should the Township do, if anything, to prevent a flood of cut-though traffic on Woodlands Parkway?

I would advocate for protecting residents from additional cut-through traffic and work with Montgomery County and regional transportation partners to evaluate the potential impact on Woodlands Parkway. Decisions should be informed by traffic studies and resident input, with the goal of improving regional mobility without placing an unreasonable traffic burden on our community.

The township budget funds all reserves 100% yearly. What is the current surplus and should any of it be returned to the residents or retained in a rainy day fund and if so, how much and why? Any other options for the surplus?

The Township is currently finalizing its budget, and the undesignated fund balance has changed during that process. With final budget adoption still pending, I would rather not speculate on a specific amount. I support maintaining appropriate reserves for emergencies and long-term financial stability. With reserves adequately funded, I would prioritize taxpayer relief and responsible one-time investments that benefit residents rather than creating new recurring expenses.

Should the township be funding non-profit organization events such as Interfaith luncheons, senior pick-up services, Education for Tomorrow luncheons, etc...with tax dollars? Please explain.

I believe taxpayer dollars should be used only when there is a clear and measurable benefit to the community. Services such as senior transportation are appropriate when they directly serve residents and are provided responsibly and effectively. Nonprofit events should be evaluated individually, with clear standards, accountability, and demonstrated value to taxpayers.

What do you think the Township Board should do with the property formerly occupied by GE Betz Laboratories, on the Southwest quadrant of the intersection of Grogans Mill Rd and Lake Woodlands Blvd.

The former GE Betz property is an important Township asset. I would carefully evaluate options based on long-term community benefit, financial impact, traffic and infrastructure, and compatibility with the surrounding area. Any decision regarding the property should provide clear and lasting value to residents.

With new legislation (HB347) prohibiting annexation of smaller communities by larger/adjacent cities unless approved by voters, is The Woodlands still obligated to pay-off Houston ($1 million) and Conroe ($500,000) for that purpose?

HB 347 changed the annexation protections, but it did not automatically terminate the Township’s existing contractual obligations with Houston and Conroe. Those obligations remain governed by the agreements unless they are amended, terminated, or otherwise determined to no longer be legally enforceable. I support reviewing and renegotiating these agreements when doing so is in the best financial and long-term interest of The Woodlands.

What are your thoughts about the community using the board to promote certain social justice agendas? Should the board maintain neutrality since they represent broad views of all residents?

I believe the Township Board should remain focused on serving all residents and on the responsibilities of the Township. Board decisions should be based on the needs and interests of our community. Every resident should be treated fairly and respectfully, regardless of their personal beliefs or views.

Is there anything in your background of an embarrassing nature that should be explained? Arrests/Convictions? Bankruptcy?

No.
